While the Board has not yet considered any motion that references the learning resource known as SOGI 123, it does have a policy about Learning Resources, some excerpts of which are mentioned below.
Policy 201 – Learning Resources for Classroom Use
Excerpt: Delegation of Responsibility for Selecting Learning Resources

Within the framework of the above, the Board delegates the responsibility for selecting learning resources for classroom use to the professional staff employed by the School District. While the selection of learning resources involves many people, it shall be the responsibility of the principal to coordinate procedures for the selection of learning resources for classroom use and to acquire learning resources from funds made available by the Board.
Policy 201 – Learning Resources for Classroom Use
Excerpt: Challenges by member of the Public to the Appropriateness of Locally Evaluated Learning Materials

In the event that learning resources selected and not on the recommended list are challenged on the grounds that they are inappropriate, the following procedures shall apply:
      During the challenge process, access to challenged material shall not be restricted.
      The school receiving the complaint/challenge will attempt to resolve the issue informally with the complainant. The principal or teacher shall explain to the questioner the criteria for selection and the relevance of the resource to the educational program.
      If resolution is not achieved, the principal shall provide the complainant with a “Request for Reconsideration of a Learning Resource Form”, to be completed and returned to the Superintendent of Schools
      Upon receipt of the Form, the Superintendent shall convene a committee, consisting of a principal, a teacher-librarian, the District Principal (Program Services), and two persons appointed by the North Vancouver Parent Advisory Council (NVPAC)
      The Committee shall review the challenged learning resource and determine whether it conforms to the requirements (criteria) for the selection of learning resources set out above. In its review, the Committee shall confer with the complainant and may consult with other people as it deems appropriate
      The Committee’s findings shall be conveyed, in writing, to the complainant by the District Principal (Program Services)
      If the challenge is not resolved, it shall be referred to the Board for its resolution.

Timeline

2001 September 25 – The North Vancouver Board revises Policy 201 Learning Resources for Classroom Use.

2016 July 25 – THE BC Human Rights Code is modified with the addition of “gender identity or expression”.

2017 July 1 – Ministry of Education policy delegates approval of Learning Resources to local Boards of Education.
Quoting from the Ministry’s policy on learning resources,
“The Ministry of Education no longer conducts evaluation processes to recommend learning resources. This responsibility now rests with boards. Board policies and procedures should include a process for ensuring the list of recommended learning resources is up to date and aligned with changes in curriculum. This would include adding and removing resources from the list.”

2018 – Since there has been no formal vote taken at the Board level with regard to SOGI 123 as a Learning Resource, nor is it included on the publicly available a list of recommended learning resources, it appears the SOGI 123 Learning Resource has been neither approved nor disapproved for use in the North Vancouver school district.

THAT the North Vancouver Board of Education directs their Superintendents to continue to promote a respectful educational environment for all students, by removing the SOGI 123 learning resource from classroom instructional time.
