THAT the Board of Education (Richmond) approve the final draft of Policy 106, 106-R and 106-G: Sexual Orientation and Gender Identity.

The third and final paragraph of Policy 106 Sexual Orientation and Gender Identity states:
The Richmond School District understands and demonstrates that our district culture is strengthened by the rich contributions made by each member. We believe that learning and working environments that are inclusive of diversity and equitable in relation to that diversity are essential in supporting the highest level of personal and collective growth and achievement.

Excerpt: The Richmond Board of Education believes that an important role of public education is to prepare young people to work and live in an open, supportive and democratic society free of discrimination and violence based on sexual orientation or gender identity and expression.

106-G – Sexual Orientation and Gender Identity Administrative Guidelines

SOGI 123 is included on page 6 in a list of 11 resources, but it has not been evaluated nor approved, which is now a Board responsibility according to a new Ministry policy.

Timeline

2016 July 25 – THE BC Human Rights Code is modified with the addition of “gender identity or expression”.

2017 June 28 – The Richmond School District Board adopts policy 106 in compliance with the BC Human Rights Code.

2017 July 1 – Ministry of Education policy delegates approval of Learning Resources to local Boards of Education.
Quoting from the Ministry’s policy on learning resources,
“The Ministry of Education no longer conducts evaluation processes to recommend learning resources. This responsibility now rests with boards. Board policies and procedures should include a process for ensuring the list of recommended learning resources is up to date and aligned with changes in curriculum. This would include adding and removing resources from the list.”

2018 – Since the June 27 vote addressed only the policy aspect of SOGI, there has been no formal vote taken at the Board level with regard to SOGI 123 as a Learning Resource, it appears the SOGI 123 Learning Resource has been neither approved nor disapproved for use in the Richmond school district.

THAT the Richmond Board of Education directs the Superintendent to continue to promote a respectful educational environment for all students, by removing the SOGI 123 learning resource from classroom instructional time.
